Metode penelitian yang&lt;br /&gt;digunakan adalah penelitian deskriptif yang menekankan pada metode survey. Data yang&lt;br /&gt;digunakan dalam penelitian ini adalah data statistik pendidikan, rencana strategis Kota Bandar&lt;br /&gt;Lampung, rencana strategis Dinas Pendidikan Kota Bandar Lampung, dan kebijakan&lt;br /&gt;operasional serta program/kegiatan dinas pendidikan sekolah di Kota Bandar Lampung.&lt;br /&gt;Penelitian dilakukan di Kota Bandar Lampung. Data dikumpulkan menggunakan teknik&lt;br /&gt;dokumentasi dan wawancara. Data kuantitatif yang terkumpul diolah dengan menggunakan&lt;br /&gt;tabel tunggal dan silang. Hasil penyajian data akan dianalisis secara deskriptif dengan teknik&lt;br /&gt;GAP dan POP. Temuan penelitian, didapat ragam masalah pada jenjang pendidikan SD dan&lt;br /&gt;SLIP, yaitu kerusakan gedung SD, kekurangan buku, kurang lengkapnya alat peraga untuk&lt;br /&gt;menunjang praktek belajar mengajar, mutu tenaga pengajar, tingginya angka putus sekolah&lt;br /&gt;dan keberlanjutan ke tingkat yang lebih tinggi karena kurang mampu dalam mengatasi biaya&lt;br /&gt;sekolah atau karena alasan ekonomi, dan kekurangan tenaga guru pada daerah-daerah&lt;br /&gt;terpencil. Aspek gender belum menjadi perspektif dalam merumuskan masalah dan menyusun&lt;br /&gt;program pembangunan pendidikan. Masalah mutu tenaga pengajar belum dilihat dan aspek&lt;br /&gt;gender seperti bagaimana kondisi mutu tenaga pengajar laki-laki dan perempuan, serta&lt;br /&gt;kesulitan – kesulitan yang dihadapi tenaga pengajar terutama perempuan dalam peningkatan&lt;br /&gt;kualitasnya. Hambatan-hambatan gender yang menjadi kendala bagi perempuan dalam upaya&lt;br /&gt;peningkatan kualitas mengajar seperti lokasi Diklat yang jauh dan tempat tinggal sementara&lt;br /&gt;perempuan sulit untuk meninggalkan rumah tangga, hambatan bagi perempuan untuk&lt;br /&gt;mengajar di sekolah yang sangat jauh dan lokasi tempat tinggal, belum dijadikan sebagai&lt;br /&gt;dasar perencanaan program. Angka putus sekolah memang sudah menjadi masalah yang&lt;br /&gt;diprioritaskan untuk segera diatasi. Meskipun demikian pertimbangan gender dalam putus&lt;br /&gt;sekolah belum dijadikan sebagai dasar pemecahan masalah. Bahwa angka putus sekolah lebih&lt;br /&gt;banyak dialami oleh perempuan seharusnya diperhatikan didalam pengambilan keputusan.&lt;br /&gt;Berbagai faktor penyebab anak perempuan putus sekolah seharusnya menjadi pertimbangan&lt;br /&gt;dalam pengambilan keputusan. Faktor kekurangan buku memang menjadi masalah apalagi&lt;br /&gt;dalam situasi krisis ekonomi dimana harga buku sangat mahal sementara daya beli&lt;br /&gt;masyarakat rendah. Prioritas pengadaan buku merupakan hal yang sangat penting untuk&lt;br /&gt;segera diimplementasikan. Meskipun demikian, aspek gender seharusnya tidak&lt;br /&gt;dikesampingkan dalam kaitannya dengan ketersediaan buku. Program-program untuk&lt;br /&gt;memecahkan masalah juga tidak responsif gender, seperti untuk Tingkat Sekolah Dasar dan&lt;br /&gt;Lanjutan Pertama, di antaranya melaksanakan bantuan sarana untuk SD dan SLIP swasta&lt;br /&gt;sebanyak 16 paket, memberikan bantuan sarana sekolah kepada 10 SD pilot projek dan 10&lt;br /&gt;SLTP pilot projek yang diikuti kegiatan pelatihan untuk 20 kepala sekolah dan 20 guru pilot&lt;br /&gt;projek, memberikan bantuan rehab SD swasta 10 paket, melaksanakan bantuan alat&lt;br /&gt;pendidikan sebanyak 20 set untuk SD dan 18 set untuk tingkat SLIP, melaksanakan pelatihan&lt;br /&gt;Bahasa Lampung kepada 50 orang tutor dan 367 orang guru Bahasa Lampung, serta&lt;br /&gt;dilaksanakan pula lomba menulis Bahasa Lampung, melakukan penyetaraan program D-II&lt;br /&gt;kepada 5.620 orang guru, meningkatkan kualifikasi dan bimbingan kepada 1.050 guru agama&lt;br /&gt;dan 250 orang guru praktek IPA/IPS/Matematika, memberikan bantuan buku pelajaran pokok&lt;br /&gt;untuk tingkat SD, 12.500 set buku perpustakaan, dan 16.300 set buku bacaan, melakukan&lt;br /&gt;penataran terhadap 240 orang di tingkat SLIP, pengadaan buku sebanyak 65.352 eks.,&lt;br /&gt;pengadaan lembaran kerja siswa sebanyak 57.600 lembar, bantuan operasional kepada 8&lt;br /&gt;sekolah, bantuan alat perlengkapan belajar siswa sebanyak 2.880 set, alat perlengkapan guru&lt;br /&gt;240 set, alat ketrampilan 192 set, melakukan pentaloka desentralisasi pendidikan kepada 50&lt;br /&gt;orang. Hal&lt;br /&gt;dapat dilihat pada kebijakan, program, kegiatan pendidikan yang selama ini telah dilakukan.&lt;br /&gt;Selain itu juga dapat diketahui dari proses perencanaan kebijakan yang tidak responsif gender,&lt;br /&gt;sehingga indikator keberhasilan pendidikan merupakan indikator yang netral gender. Dalam&lt;br /&gt;proses perencanaan data terpilah untuk perencanaan masih sangat terbatas sehingga tidak&lt;br /&gt;cukup mengetahui masalah-masalah gender sebagai bahan untuk menyusun perencanaan yang&lt;br /&gt;responsif gender. Dalam menyusun perencanaan, syarat untuk sebuah kebijakan, program,&lt;br /&gt;kegiatan yang responsif gender hingga saat ini belum dipenuhi. Dengan demikian, dapat&lt;br /&gt;disimpulkan bahwa perencanaan kebijakan, program, kegiatan yang dilakukan oleh dinasdinas&lt;br /&gt;pendidikan tidak responsif gender karena tidak memenuhi persyaratan sebagai berikut:&lt;br /&gt;(1) Perencanaan program didasarkan atas permasalahan dan kebutuhan masyarakat dengan&lt;br /&gt;memperhatikan persamaan hak laki-laki dan perempuan, (2) Masyarakat yang diundang dan&lt;br /&gt;hadir dalam perencanaan program seimbang antara laki-laki dan perempuan, (3) Laki-laki dan&lt;br /&gt;perempuan memiliki peluang yang sama dalam kesempatan dan frekuensi mengajukan usul&lt;br /&gt;dan gagasan dalam proses perencanaan program, (4) Sebagian besar masyarakat terlibat dan&lt;br /&gt;atau mewakili dalam proses pengambilan keputusan tanpa membedakan jenis kelamin, ras,&lt;br /&gt;agama, dan kekayaan, melainkan berdasarkan kemampuan.
